1. Meaning of relative disadvantage:
   A minority is not simply a group that is small in number. It is a group that is also relatively powerless and is at a disadvantage compared with the dominant group in matters of political power, economic resources or cultural recognition.
2. Example:
   Very small groups such as extremely rich industrialists or high officials are few in number, yet they are not called minorities because they are privileged, not disadvantaged.

On the other hand, religious and linguistic minorities in India, and tribal communities, are treated as minorities because they face a real disadvantage and therefore need constitutional protection.
